You must have tested Legacy Charting before it was fully released.
In Legacy 7.5 it is a part of the download of Legacy and it still is in Legacy 8. Go to the Reports Ribbon and click the icon for it.
It does run as a separate module and you can put an icon on your desktop if you want to. I always start it from within Legacy so I don't have to tell it which database and which person to start with
