I would try installing to the default location suggested in setup i.e. \Program Files (X86)\Legacy8. Legacy now follows Windows standards and by default installs the program in Program Files and the data in My Documents. Some people are successfully installing everything in a single Legacy8 folder (not sure why other than it's used to be that way) but maybe that requires some 'extra tweaking' to make it work.
