I think Option 9.2 was the correct answer. Just a bit more complicated.
If you choose Fancy Headers, you get to choose a Header & Background combination. If you choose Gradient Headers, there is a separate selection (listed after the Fancy Header sub-items) labeled “Click to select color of form background” which I think is what you are looking for. This probably should have been a sub-item under the Gradient Header rather than its current placement.
