I cannot duplicate this. I did not have a case so I tried to set up a situation where a wife in a family had her own events and also some shared events including as a witness to the marriage of her son. I did see problems with the names used for the shared events which I will report but I did not see the numbering problem you report.
Send me a copy of the FGS.usr file you will find in your My documents\Legacy Family tree\_Appdata\usr folder. Do NOT use reply here because that will send the file to the list. Write a new Email, use the subject "Missing event number" ad address it to brian@legacyfamily tree.com. Using that file I will be able to duplicate your exact report settings and may be able to duplicate the missing number problem.
