No it is not a bug! When you are adding a source from the individual screen Legacy is also assigning that source (using a source detail) to the person. We provide the ability to create a new source and then add the details from the individual screen to make it easier to do so if you find when assigning sources to a person you discover there is no Master Source and you need to create one.
This has nothing to do with either the source clipboard, clipboard settings or other solutions people have suggested. To link a source to a person you have to have source details entered. If you want to create a new source without having to add details then create it from the Master Source List.
