The To Do itself does not have a place to link Media. The only two options would be to use the Source Icon to add the image as a source and link the image to that source or to link the image to the repository (after you have selected a repository for that image).
Personally I think I would use the source option. The image linked to the repository would show up when you are viewing all the sources from that repository. The source for the To Do will be unique to that To Do.
