I was thinking the one to save PDFs was also the one needed to open them, but it isn't. The basic IrfanView will open PDF files. However, I just discovered there's a bug in that IrfanView doesn't display PDFs within the Open File dialogue. I always open PDFs in IrfanView by right-clicking the PDF icon and selecting IrfanView from Open With.
