Where is the downloaded file? What are its' properties? Sometimes, on Vista or later versions of Windows, downloaded files are marked as being a security risk. The Properties page for a downloaded file has extra information on the General tab that says Security: This file came from another computer and might be blocked to help protect this computer. There will also be an Unblock button next to this message. Click it and then click OK.
