Sorry but I will need some step by step instructions.

I did try to follow your description of what you were doing but with
some errors in your terminology I was not able to confirm this as a
problem. I used the sample file that comes with Legacy so you can follow
along with my steps

Use Sample File
Select Asa Clark Brown
Open him for edit which opens the individual edit form (page as you call it)
select his birth in Woodstock
Use the down arrow to open the Master Location List (not the Geo database)
The GEO db opens with Woodstock selected since this location is in the
Geo Database
*** There is no way to combine locations in the Geo Db though so this is
where I lost you ***
I selected Woodstock from the Geo Db to return to the Master Location
List (this is where you can combine locations)
I clicked the Combine button
I then selected Tionesta, PA and clicked the Combine With
(This combined Woodstock into Tionesta so Woodstock no longer existed in
the Master Location List)
To follow your step of combining other locations I then selected West
St. Paul MN
Clicked Combine a second time
Selected Winnebago Prairie MN
Clicked Combine With to remove West St. Paul
Winnebago Prairie is highlighted
I then clicked close (If you click Select at this point you are
selecting the currently highlighted location so that will be the
location returned to the Individual Information form)
The Birth Location for Asa is now Tionesta PA (the location into which
Woodstock was combined) and not the location highlighted on the Master
Location List (Winnebago Prairie).
