Do a Search using the Detailed Search tab, and use: Individual, Tag 5, Equal To, Untagged. Uncheck other conditions, and tick Clear List before this search, and click on Create List. When the list comes up, click on the Options button at the bottom of the list, and select Advanced Tagging; use "Make changes on #" 6, and also tick Tag, and then click on the button "Everyone in Search List."
