I could be doing something wrong. Should I have only one Event for say, Census 
and it's source, and the subsequent sources are listed below it?

  It only changes the order within an event. Do you have multiple sources for a 
specific event?


  I just tested it an the sources are moving within an event just fine for me 
in that buiild
