Hi Pat, In Reports, on the Pictures tab there is a button Set Regular Picture Options. Here you can get rid of the bold. However, the line is not optional. The only way to get rid of it is to not include Caption or Description.
I've never really noticed these as I don't have many captions or descriptions or dates entered for photos. If it isn't self-evident, the photo is usually attached to an event where I've added further information in the Event Notes. There is a line under the caption which seems unnecessary unless there is a description. There is another line under the Description The date, for some reason, gets put in brackets. If you don't like the formatting then you need to submit an enhancement request.
