The county list isn't currently savvy enough to recognize the change in
state borders such as the one you stated.  You just have to override it.
 Consider it as nothing more than a suggestion anyway.

For a *very* accurate record of county border updates use the Atlas
of Historical County Boundary Project at
http://publications.newberry.org/ahcbp/.  It would be nice if Legacy
updated the county list to leverage this data.
