I think the spreadsheet comparison would be a great idea. Some variance in the latitude/longitude could be allowed and then see what shakes out as locations not matched followed by some fine tuning as needed. If you decide to do this, let me know. I may be able to help. Perhaps we might end up with a first draft of the "known-to-be-correct" locations table and then formulate methods for proving each entry based on the number of users that claim a location is correctly geo-coded.
