Provided locations are entered in a consistent way, you can do this whether or not you follow the 4 field entry method. I don't use the 4 fields but find everyone living in a particular place often. I just sort my location list Right to Left and then find the first entry with my search term in it eg: Australia, Victoria - and then highlight all Victorian locations eg: England, Dorset, Sherborne - and then highlight all Sherborne locations.
The key is that the locations have been entered consistently always including "state" and country. If once you've used Show List, you choose, Create a Search List, you'll have the option to open that list once you've closed the Location list. Saves searching for the Tag.
