You 'Add' people by clicking in the 'box' of the person you want to add - whether it is spouse, parents or children. Now that has worked for you let's look at 'Link'. If the wife had already existed in your file then you would 'Link' her to the husband. Starting with the husband you would click in the window to the right, choose 'Link to an EXISTING person' then pick out the wife from the pop up Name List. Shortcut? One of the features in Legacy shows up here: when adding a new spouse you can click in the upper (name) 'box' (where it says 'Click to add Person') and you are presented with a new window (Add Wife to:), clicking on 'Add a NEW person' takes you to the 'Individual's Information' screen - however, when adding a new spouse, clicking in the lower (details) box for the new spouse will take directly to the 'Individual's Information' screen. Caveat: this works only if no other information has been added, such as marriage information. Oddly enough, even if you add a marriage date, then delete it, this little shortcut will no longer work! Try right clicking in the empty spouse box for a choice of entry. 'Right click' can open up new options in Legacy so try it everywhere.
