"I tried ... and was not successful" is not helpful at all to enable us to offer a solution. You seem to have started the process correctly to link a PDF in Legacy but you need to give us exact details of what you did and then what happened or what error messages you received. Please note that you cannot "attach" a PDF in the sense that it will be readable within Legacy like a photo is viewable.
