Hi Pat, There isn't a particular field for Time of Birth or Death in Legacy. You may want to submit a suggestion for it to be added. (See the Home Tab in Legacy for a link to submit suggestions).
When known, which I don't for most people, I put it in the Birth or the Death Notes which are accessed from the plus sign at the end of the input line for the event.
