Rob, I just tested this with 7.5 (last release) and all of my photos, for individual and events, were pulled and do appear in a html report when using the identical settings used for a pdf report.
To be certain we are all on the same page: Are you using the very last release of Legacy 7.5 deluxe, v 7.5.0.286? Are you attempting to create a html report or is your question directed at the creation of html internet pages? If internet pages, check under the ‘Other’ TAB for WEB PAGE CREATION settings and be certain you have ticked the box by ‘Ensure unique picture names’. Under the ‘What’ TAB, be certain Individual Events, Events for marriage and Pictures are ticked. At the moment, this is about all I can think of. Several of the pictures I have in the LegacyDatabases directory (and that are visible on reports I generate) are not being transferred to the directory ‘pictures’ when generating Internet pages. So they do not appear in the HTML files that are being generated. What can be the problem? Is there something I should not be doping e.g. too long filename (although I see pictures in the directory for the internet pages with equal length. I hope I made myself clear….images are available, do appear in (PDF) reports but do not show up on internet pages as they are not in the directory used by the internet pages.
