Gene, I don't see a response to your question, so... If everything in the citation is the same as a previous citation, the same citation # is used. "Ibid." is only used to save space & ink by condensing the parts of the immediately preceding citation & just printing the differing bits of the detail. For example, the page number in a book cited just prior.
I used Endnotes pretty much exclusively, so maybe that is why I don't see what the problem is. Maybe you could share more details? Which report(s), which foot/end note settings, etc...? The problem seems to be the difference in Legacy's definition for the use of ibid, and all other definitions I find, which DO NOT state the detail must be different.
