What I do is select "Try to keep original ID numbers" on the Legacy import 
screen.  It should be the default unless you change it to renumber.  I've never 
had Legacy change my ID numbers unless there are some empty ones used again for 
new persons.

I don't know about IDs, but check and be sure that all your spouses get 
exported!!  -- it was a real problem for me on a recent ..gedcom and I had to 
do a work-around.
