Yes, Legacy has a very detailed and helpful merging feature.  I suggest
that you create a Test file from your main family file, run a merge and
pay special attention how all the different settings work best.  Be sure
to review the new file thoroughly.  Run File maintenance, etc.  If all
is well, you have a new merged main family file.  If not, delete it and
run another test choosing different settings in the merge features.
For the last several years, I have chose to enter new people from gedcom
or other files one at a time.  I find that to be more rewarding as I
'get to know' all the new people!
