Well I started a totally new email account and subscribed and received this email, which I still have not received through my old account. So hopefully it means the new account is at least working.

If you don't want to do that, then try contacting your ISP again and see if they can make whatever changes are necessary to prevent IronPort from stopping the LegacyUserGroup messages. But if your ISP is like most, good luck getting anybody who knows anything other than what they've been taught to say, "The problem is not on our end.". They can easily look at the AV logs and see legacyusergroup messages being filtered out but they're too busy playing solitaire.
