You must have a preferred picture.

You do have a choice whether that preferred picture is displayed.
Go to the person who's picture you want to suppress
Open the gallery and remove the check mark from their preferred picture
(In Legacy speak this is a tag).

Now go to Options > Customize> View
In Section 8.9
Select Only Tagged Preferred pictures
Leave the check mark in the option to use a silhouette
Save

Now any person whose preferred picture is not tagged will display the
silhouette.
