This is a bug in the system that apparently is attributed to Millenia 
Corporation, based on my memory of prior exchanges on this subject.  It’s 
ridiculous that Legacy can’t or won’t resolve this issue, which involves no one 
receiving emails once they join the user group until they send messages to 
different administrator addresses (and frequently get curt replies that they’re 
emailing the wrong one), and someone finally enables them to receive messages 
on the list.
