Your best bet is using a Gazetteer.  For example, if you are researching in
Germany you will want to use Meyers Orts- und Verkehrs-Lexikon des Deutschen
Reichs.

Is there any resource that gives the breakdown for European towns and
countries in various time periods?.  It might be similar to Anti-Map or a
written one.  I want to be accurate for documenting addresses.
