Addendum.

Check the Google Drive Preferences. There's a statement that reads "Files in
Google Drive that are not in a folder will always sync" To me, it looks like
your files are at the root of the Google Drive so will always sync. Create a
folder in Google Drive to hold your Legacy files and it's probably possible to
control what is and what isn't synch'ed to the Cloud.
