Oops, OK I figured it out. If one has the source citations set to be printed as footnotes, then the picture option is greyed out. If the citations are changed to endnotes, then the picture options are available.
(Sorry folks but after removing Win10 and doing a clean install of Win7, I had to re-install Legacy along with all my saved settings.
