It looks  like you can not change the "starting person" for this report
via the  "Relationship Report Options" screen.

Instead, do it in this  order:
Tools > Set Relationships > change (to your name or to  whomever)
Once you have selected the desired person, click SET  RELATIONSHIPS
NOW go to: Reports > other Reports > relationship  Report
Change options as desired (I like: "Surname, Given name(s)" and  "Birth &
Death years on names" )
review it (or print it or  save(create) it)
