The format of the email will not "fix" the DMARC rules requirement to
include emails as attachments.
The mailing list does not belong to the same domain as the sender and
DMARC validation rules prevent the list from sending a message from the
sender via the list's domain "legacyusers.com" since the two do not
match. That is why the list has to create a message from the list using
the list's domain and include the sender's message as an attachment.

I think this could be resolved by converting all emails received to the
list to 'plain text' and not permitting attachments to be included.
This would be in the settings of the ListServe and not something that
could be managed by subscribers.
This is the only list (and I am subscribed to many) that I have this
problem with. And since I am often cautious (like many other people on
this list) about opening attachments, I often miss comments from
subscribers.
BTW - I just checked why I was not receiving many email (maybe 1 or 2 a
day or every couple of days) and found a bunch of email with this DMARC
attachment quarantined by my host service. If I had not checked the
webmail, I never would have known the number of discussions I missed.
