The "Include this Citation on Reports" is common to all the tabs on the source detail screens, that is why what you enter on the main tab is also on the text/comment tab. It only controls whether the source will be cited, control for including the text and comments within that citation are the "Add this Text..." and "Add these Comments… boxes. if you have not checked those boxes the text and comments as applicable will not be in your citations.
