One possible reason why things may be placed in the Notes is by import
from a GEDCOM file. If Legacy finds something in a GEDCOM that it does
not understand it will place the data from the GEDCOM in the general
notes and report that in the log file created during the import. I am
not saying that this is where your odd data came from but it is the most
common way that data can be added to Notes by Legacy.
The second reason is that the original GEDCOM contained those notes
entries because the original file contained those entries.

that I did not enter these locations in the Gen Note Section.

The entries are not consistent over the whole database.
What could cause this?
