This is a known problem with the video links in Help. I have added your
report to the existing issue to remind the programmers this is still
outstanding.

In the Legacy 8.0 Help file (the .CHM, activated from Legacy program)
there is a page listing *Free QuickTip Help and Webinar Videos*
which has the Legacy website and the summary PDF documents and a sign-in
to watch the videos.
It may be Windows 10 security that holds up the scripts (error message
boxes appear), but whatever the cause it’s not working for me for the
few at the top that I tried.
Is there a web page that I can browse to and watch / download some of
these these videos?
Attached (I hope), is a plain-text a list of the titles that I see in
the Help file.
