The blue arrow indicates that the person with that Event is not the principal, ie not the person sharing it.
I have people who were, for example, Witnesses to a marriage. They show an Event/Fact with the blue arrow but on the marriage screen for the principal couple there is nowhere to put such an arrow. When you see a person's Event/Fact which has the Shared icon on the right-hand side, but no blue arrow on the left, you know that person is the Principal, the person sharing the Event/Fact.
