No one actually came up with the solution to my problem, but that was specifically "what am I doing wrong?" because Geoff's instructions were very clear and USUALLY work just fine for me.
If you have Adobe Photoshop Elements, then I would refer you to Geoff's webinar, which was Digital Images for Genealogists and Technologists, first broadcast on 27 June 2012. Specifically, you want the section entitled Legacy Charting.
Some time ago one of the posters here pointed me towards a tutorial he had put together on how to accomplish the same task using the free program IrfanView. You will find it at
