Hi Caron,
There is a way to import a gedcom into your existing family tree.
But, I am not sure I understand your question.
If you already have the tree complete, why not just send it to him before you integrate it with the rest of your work?

One you have integrated it with your existing family file, you can either send him the whole thing or will have to re-create the gedcom with just his family in it.

So, first things first.
Here is the Legacy help file that will walk you through the import
https://legacyfamilytree.com/TourImport.asp

Because the initial person is related to your family [husband of your daughter], you will have to merge him once the tree is imported.

There may be other duplicates if the couple [your son in law and daughter] have children.

If you want your S-I-L to have all your data, then send him the whole file, If not, then send the one you made just for him.
Does he have software that will open a gedcom?

You can send a gedcom as an attachment to an email.
