It is definitely not a good idea to share your working data file with
someone else so that you are both opening it from Google Drive (or any
other cloud storage).
Only one person can work on a Legacy data file at a time and that
includes just having it open. You'll get conflicted files.
It would be better to use the Intellishare options and periodically
merge your sister's file with yours and send her a new one. Intellishare
merging is a special type of merging. Read it up in the Help.
You should be able to share the media and you shouldn't have to keep
using the Media Relinker BUT your media needs to be properly set up.
If any of these drives are Network drives, you will encounter some
different problems and there are some workarounds for those.
But first you need to understand where Legacy keeps your settings.
These are at Documents\Legacy Family Tree\_AppData
This cannot be put in Google Drive or even just renamed in any way.
This \_AppData\ folder has within it a \usr\ folder which has most of
your settings.
Now back to Media.
As you've discovered, the settings include a place to enter the main
media folder - the parent folder if you use sub-folders for your media.
First note that this is a FF setting meaning that it is Family File
specific so you can have different locations for different files. This
means it is saved both in the \_AppData\ folder as well as in your
Family File data file.
Second: In the Media Folder list (click the View Current List of Media
Folders button at Options- Customise - 6.2) the first section of the
path corresponding to what you enter at 6.2 needs to read [Default Media
Folder]\
This code for the path at 6.2 was introduced in Legacy 8. You may not
see it if a) you've been using Legacy from before Legacy 8; b) if you've
been adding media from outside the folder designated at 6.2.
You can gather your media so that it is all under the one folder (using
sub-folders if you want) and then, if necessary, you can use Search -
Search and Replace on the first part of the path to change it to that code.
When all the Media Folders start [Default Media Folder]\ and there are
no broken links, on another computer you just have to set Options -
Customise 6.2 and all the media is relinked without using the Media
Relinker.
Remember this is a Family File specific location so when you open the
file on one computer 6.2 needs to be set to where Google Drive\... is on
that computer and then when you open the file on another computer, 6.2
needs to be set to where Google Drive\... is on that computer and it
will all be linked without using the Media Relinker tool.
[Note when using the Media Relinker you appear to have chosen to use the
copies in the old location rather than your new Google Drive location?
or maybe this duplication with the (1) being added is a syncing problem?]
You can share media but it really, really isn't a good idea to share
your data file like this. If your sister just wants to view rather than
edit and add data, then it would be better to make available your Legacy
data backup for her to restore to her copy of Legacy.
Hope some of that makes sense. The [Default Media Folder]\ is brilliant
when changing computer, but is difficult to describe and make sure it's
set up - so much so that Legacy Support tends to avoid it at least in
Support Articles.

content are what I expect and I should be able to link to:

But here is the problem:
When I run Legacy on station ‘B’ and use Options > Customize Legacy >
section 6 _the proper Data and media files cannot be found_. Instead,
after scouting around and employing the Media Re-linker the locations
for these are:
E:\Google Drive\OLD legacy-eskes (1)\Data\
E:\Google Drive\OLD legacy-eskes (1)\media\
After further use of the Media Re-linker I have found several sets of
Data and media files but none of these are being synced.
