Look at the criteria you see when you open Merge - Find Duplicates after the Backup Prompt screen.
On the Normal Duplicate Search tab.
That's where you set criteria. It's likely the setting for Birth dates that is stopping them being picked up.

The default settings will not pick up possible duplicate pairs from the name alone if one has a birth date and the other doesn't - but you may want to do that?

Click the Help button on that screen to learn more about the criteria.
