Go to the folder where you family file is located using Windows file Explorer. Look for any files with the .ldb extension. This is a file used by MS Access to say a file is locked. sometimes if Legacy is not closed properly (like a computer shutdown) these .ldb files may be left behind. Normally they are deleted when the Family file is closed and Legacy shuts down normally.

Delete all those .ldb files then try to restart Legacy.
