Yes. It works as I believe it is designed to do.  It allows excluding a
particular citation, but does not prevent the printing of other citations
that refer to the same master source. I've never had a real occasion to use
it to exclude a citation, but it could be useful if you had a citation you
thought might be incorrect but weren't ready to delete.
