I tried to duplicate your problem but could not.

The only thing I can see that you might be doing wrong would be for
you to use the "Clear All Tags, All # 's, For Everyone" option instead
of the "Everyone in Search List" option (which is available only when
looking at a Search List").

A small tip here. Opening the Name List > Options > Show All Tagged >
Tagged (#1, #2, #3) Individuals is exactly the same as doing a Search
and Creating a list for "Individuals" - "Tag (1 , 2, 3)" - "Equal
To" - "Tagged".( the same is true for UnTagged).
