If you are really desperate for a Fan Chart you can purchase the Family Tree Maker software on-line for $20, or you can upgrade from any earlier FTM version for $15. http:www.genealogy.com This also enables creating the "All-In-One Tree" that was recently discussed on this list. This builds a chart of everyone in your file...albeit clumsily. If your file contains even just a few thousand people the chart becomes enormous. It would probably work best on a small Focus Group of a thousand or so people. You can easily convert a Focus Group or your entire Legacy file to GEDCOM and read it into FTM for the purpose of printing reports.
