The Legacy 4.0 Uninstall uses the file called Install.log located in your
Legacy 4.0 folder.  If you deleted this file or if you moved this file then
the uninstall would not know what to do during it's uninstall and this may
be why it still thinks it's installed on your C: drive.

We use a registry setting to tell us where Legacy was installed to.  The
setup program checks for this and if it exists then it knows that it's been
installed before and then performs an Update install rather than the full
install.  To remove this registry setting try installing again which will
install to the location you first installed to.  In your case to your C:
drive.  Then uninstall which should remove the registry setting so that the
next time setup is run you will then be prompted for the location to install
to.
