Ken, Legacy 3 has always been where I originally installed it - on both PCs. I have never copied or moved the Legacy program folder from either PC. I have not done any reinstallation, only updates to the same catalog. My database files are in another location. I do include the .usr files in backup - but not the program files as they can be reinstalled if the hard drive should crash.
