across, is that
even though a cemetery has a headstone for someone,
they 
might not be buried
there.>>

I have found this situation with Military MIAs.

I am not sure but I think the government will pay for
a stone for the Family Plot if military personnel was
buried overseas.  So in this case there would be no
actual burial but a Stone as a memorial.
