Hello Donna... and others who have kindly responded to this thread.

As there wasn't much of a response by yesterday evening, I wrote to the
Legacy Helpline directly and, as usual, got an immediate reply from Sherry
today.  The key to the problem is going to your Options>Customise>Data
Entry/Edit and clicking the button <Don't change what I enter> under "Letter
case of given names and  locations".  For you Donna, it would be under
"Letter case of last name".  After I had
done that, and followed the rest of her advice, I got beautiful upper case
letters where I wanted to keep them!

She suggested that I post her advice on the LUG.... here it is.

I created a test gedcom of a focus group with a Mary O'Brien and two
locations of "MT, USA".  After I created the gedcom, I took a look and the
caps were exported correctly.  I then imported the gedcom into a new file,
making sure that the option "Format names and places" was checked and the
names imported correctly.  This option will refer the import to the options
set in Options > Customize > Data Format - I have "Don't change what I
enter" selected.

If you want to pass this on to the LUG list, feel free.  I must have missed
those messages (not surprisingly with how many I see every day!)
