Usually you are correct - three levels is enough. There are exceptions,
however. 

For example: I live in Tilehurst, which used to be a village within it's own
right, but is now a part of the town of Reading, which is in the Royal
County of Berkshire. (Tilehurst, Reading, Berkshire, England)
