Officially it's called a GUILLEMOTRIGHT when pointing right and GUILLEMOTLEFT when pointing left. It's also created from the keyboard by these key combinations:

CTRL+ALT+[ , i.e � for the left one and CTRL+ALT+] for the right one, i.e � .

It's used in programming including HTML coding.
