Officially it's called a GUILLEMOTRIGHT when pointing right and GUILLEMOTLEFT when pointing left. It's also created from the keyboard by these key combinations:No - it's created by holding down the alt key while typing the numbers 0187 on the keypad (not the numbers above the letters). It's one of the alt-codes used when doing text formatting codes in the Notes - Alt-0171 creates it pointing to the left and alt-0187 creates it pointing to the right.

It's used in programming including HTML coding.
