That's my understanding too. Those "vital" fields can be searched on the standard search form. To combine the two (for example "Find Emigration events for all people born before 1850 who emigrated in the 1870's"), first search for the individuals with the birth dates, then run the Event Report checking "Who to Print - Only individuals on the search list". Obviously not all combinations are possible this way.

An alternative approach is to use the Event Report on Reports >Books/other.This still returns a list of individuals, rather than events, but onlyliststhe filtered events for those people, not all their events (unless you
select this option). This is only a report, and can't be manipulated
further, but hopefully is ok for your purposes. (This report can't be
exported as a CSV or similar file, as far as I can see). It works well for
me to find everyone who emigrated in the 1870's, for example.
