I think the intent was that Cancel would take you back to Legacy, so you don't exit if you've got to that screen by mistake.
Skip, on the other hand, allows you to Skip making the backup, and you still Exit Legacy. So suggestion was to have both Skip and Cancel on that screen. In my opinion, that's not necessary, because the separate "Did you really mean to exit?" (or similar words) box can be activated if required (see separate discussion).
Replacing Skip by Cancel wouldn't make sense, in my opinion, as Cancel and Skip have distinct meanings, as outlined above.
